Mostly the same job, with a different label
Is a software engineer different from a software developer? For most jobs, no. Both titles describe people who design, build, test and maintain software, and federal job data counts them as one occupation. Which title a role gets is the employer’s choice, and companies make that choice differently.
The choices that do shape your career come earlier: what you study and what you build. A software engineering degree and a computer science degree prepare you for the same jobs by different routes, and the sections below show how far apart those routes are.

What is a software engineer?
What makes software work “engineering”? The IEEE Computer Society’s body of knowledge for the field defines software engineering as “the application of a systematic, disciplined, quantifiable approach to the development, operation, and maintenance of software; that is, the application of engineering to software.”
In plain words: a software engineer doesn’t just write code that works today. They plan it, measure it, test it and design it so a team can keep it running for years. That means thinking about requirements before code, about how parts of a system fit together, and about how to prove the software does what it should.
What is a software developer?
What does an employer mean by “software developer”? In common usage, someone who takes a need, a feature or an application, and builds it: writing the code, testing it and improving it after release. The title fits product and application work, from web and mobile apps to internal business systems.
The titles overlap so much that workers themselves use both for the same job. O*NET’s sample of titles reported by workers in this occupation includes “Software Developer,” “Software Engineer” and “Software Development Engineer” side by side.
Is there a real difference at work?
Does the title change the job you do? Not in any standard way. There is no industry body that defines when a role must be called an engineer or a developer, so each company sets its own titles and levels, and the same work can carry either name. When you compare two offers, compare the responsibilities, the level and the pay, and read the title as a label.
One distinction in the data is worth knowing: the title Junior Software Developer is filed under a different occupation, computer programmers, which is narrower and pays less.

Is a software engineering degree just computer science under another name? No. The two have separate national curriculum guidelines, written by the computing societies, and they put their time in very different places.

Where does computer science spend its core hours instead? Mostly on mathematical and statistical foundations (55 hours), software development fundamentals (43 hours) and algorithmic foundations (32 hours). How easy is it to find a software engineering degree? Harder than computer science. In federal data we list 85 bachelor’s programs titled software engineering, against 752 in computer science, and 53 software engineering master’s programs. Of the software engineering programs, 39 are ABET-accredited.
They also tend to cost less. The median in-state tuition for 2023–24 was $14,564 a year across the 85 software engineering bachelor’s programs with a federal figure, against $26,454 across 750 computer science programs. Those are tuition only, before fees, housing and aid.

On the job, both groups write and review code. The difference shows in what comes around the code: engineers trained on SE2014 spend more of their education on gathering requirements, designing for change, testing systematically and working inside a team process.

Is there a pay gap between the two titles? Not one you can measure from federal data. Pay depends on the employer, the location and the level of the role.
About the data. The Bureau of Labor Statistics counts software engineers and software developers in one occupation, software developers, so it publishes a single set of pay figures for both titles.
For that occupation, half of the 1,687,890 workers earned more than $135,980. A tenth earned under $82,460, and a tenth earned more than $214,670. BLS projects 10.2% growth from 2025 to 2035.

The “engineer” title and licensing
Do you need an engineering license to be a software engineer? No. Civil or electrical engineers who sign off on public work take a Principles and Practice of Engineering (PE) exam, and a software version once existed. NCEES discontinued the PE Software Engineering exam after the April 2019 administration, so there is no software PE exam to take today.
In practice, software engineers are hired on their degree, skills and work, not a license. Accreditation still matters if you might want a license or certification later in another engineering field, because those often require an ABET-accredited degree. That is a reason to check ABET status when you compare software engineering programs.

- You’re choosing a college major. If you know you want to build software for a living and like design and teamwork, a software engineering degree is the direct route; if you want more theory and electives, choose computer science. Start with the bachelor’s rankings, then narrow to programs in your state.
- You’re a computer science student wondering about software engineering. You don’t need to switch majors to become a software engineer. Add electives in software design, testing and requirements, and join a team project or capstone. The career guide shows the route in.
- You’re changing careers. A degree is still the typical way in. An online software engineering degree lets you keep working, and a master’s is the shorter route if you already hold a bachelor’s in another field.
- You already work as a developer. The title on your next job may say engineer without your work changing much. If you want to move toward design and architecture, a part-time or online master’s is one structured way to get there.
