How We Rank Software Engineering Degrees for 2027

Which programs qualify, where every figure comes from, how each rubric scores them, and what we leave out. Every number on this page is read from the same data the rankings use.

The gate

What qualifies

A program qualifies when its degree is titled software engineering. We start from federal IPEDS data, which lists every school awarding a degree under the software engineering classification, and check each one against the school’s own pages. IPEDS lists 186 software engineering records at the bachelor’s and master’s levels; 48 are excluded after that check, and 138 remain. 119 of them are ranked.

Computer science programs appear on the state and city pages in their own table, with links to each program’s page, but are not ranked: they are a different degree, and many schools file software engineering tracks under them.

A record is excluded when the school’s own site doesn’t support it as a degree titled software engineering. The usual reasons: the degree has a different title (a computer science degree with a software engineering track, say), the program no longer appears in the school’s current catalog, or the school itself has changed. Each exclusion and its reason:

48 excluded records
SchoolLevelWhy it is excluded
Arizona State UniversityBachelor’sThe school’s page shows this degree is not titled software engineering: it is Computer Science (Software Engineering), BS, a concentration. ASU's degree titled software engineering is the online BS (ASU Digital Immersion record).
Ashford UniversityBachelor’sNot a degree titled software engineering, and the school has changed: its federal record is now the University of Arizona Global Campus (College Navigator: public, Chandler, AZ), and its program in this area is the Bachelor of Science in Computer Software Technology (uagc.edu, saved 2026-10-02).
Aurora UniversityBachelor’sThe school’s page shows this degree is not titled software engineering: software engineering is a specialization within computer science.

Methodology

The bachelor’s rubric

Who qualifies, the 4 scored factors, and the points each one carries.

Every bachelor’s program is scored out of 100 on 4 published figures, each from a federal dataset or the accreditor’s own list. The same program shows the same score on every page of this site.

Who gets ranked

Pass / fail

A bachelor’s degree titled software engineering, with every scored figure

The program must appear in federal IPEDS completions data at the bachelor’s level. A program missing one of the figures below is not ranked: it is never scored on a guess, and the weights are never quietly rescaled.

Scored factors

100 pts total

ABET accreditation 25 pts
Whether the program is on ABET’s own accredited list under its Engineering Accreditation Commission. A school’s own claim is not counted.
Scoring: 25 points if listed, none if not.
Completion 35 pts
The school’s eight-year award rate from IPEDS Outcome Measures: the share of all entering undergraduates, part-time and transfer students included, who earned a degree or certificate within eight years. It covers adult and part-time students, unlike the six-year rate, but it is the school’s figure, not the program’s, because no federal source reports one by major.
Scoring: The rate as a share of 35: a 60% rate earns 21.0 points.
Tuition 25 pts
The school’s average net price from IPEDS (2022-23): what first-time, full-time students who receive aid pay after grants, for tuition, fees, housing and books. Public schools report the in-state figure. It is the school’s figure, not the program’s.
Scoring: Fixed dollar tiers, so one program’s points never depend on which others are ranked:
  • Under $12,00025 pts
  • $12,000 to $15,99920 pts
  • $16,000 to $19,99915 pts
  • $20,000 to $24,99910 pts
  • $25,000 to $31,9995 pts
  • $32,000 or more0 pts
Program size 15 pts
Graduates a year: the IPEDS average over 2021-22 to 2023-24 for this program’s field and degree level.
Scoring: A log scale that reaches full points at 100 graduates a year, so a large program does not win just by being large. The table shows the raw average.

Not ranked. A program with no graduates in any of the three IPEDS years, or whose own page states a price of its own (degree completion, extended learning or an online-only rate), isn’t ranked, since a figure the score uses wouldn’t describe it. It still appears on its state page, and is scored once its figures do describe it.

Not scored. Published costs from a program’s own page appear on its card where the school states one, but are not scored: few programs publish one, and they are not on the same basis as each other. Curriculum, faculty and outcomes after graduation are not scored either, because no source reports them the same way for every program.

100 pts total

Tuition 40 pts
IPEDS annual graduate tuition for 2023–24: the school-wide average across graduate students, which leaves out program fees. A program whose page says it can be completed online is scored at the out-of-state rate.
Scoring: Fixed dollar tiers, so one program’s points never depend on which others are ranked:
  • Under $10,00040 pts
  • $10,000 to $14,99932 pts
  • $15,000 to $19,99924 pts
  • $20,000 to $29,99916 pts
  • $30,000 to $39,9998 pts
  • $40,000 or more0 pts
Program size 30 pts
Graduates a year: the IPEDS average over 2021-22 to 2023-24 for this program’s field and degree level.
Scoring: A log scale that reaches full points at 500 graduates a year, so a large program does not win just by being large. The table shows the raw average.
Research activity 15 pts
The school’s 2021 Carnegie Classification, as IPEDS reports it. Research-active universities run more graduate courses and labs, and have more faculty who can supervise a thesis.
Scoring: By Carnegie class:
  • R1, very high research15
  • R2, high research9
  • Doctoral/professional3
  • Other0
ABET-accredited department 15 pts
Whether the same school’s software engineering or computer science bachelor’s is on ABET’s own list. ABET doesn’t accredit these master’s programs, so this shows whether the department behind one has passed an outside review.
Scoring: 15 points if the school has one, none if not.

Every bachelor’s program is scored out of 100 on 4 published figures, each from a federal dataset or the accreditor’s own list. The same program shows the same score on every page of this site. Online programs have their own rubric: online and campus programs are separate records, and some campus figures, like program size, don’t describe an online program.

Who gets ranked

Pass / fail

A bachelor’s degree titled computer science that the school’s own page says can be completed fully online, with every scored figure

Each online program is its own record, with its own page, delivery and price, separate from any campus version. Hybrid programs and programs with only some courses online don’t qualify. The program must appear in federal IPEDS completions data at the bachelor’s level. A program missing one of the figures below is not ranked: it is never scored on a guess, and the weights are never quietly rescaled.

Scored factors

100 pts total

ABET accreditation 10 pts
Whether the program is on ABET’s own accredited list with all of its content offered online, as ABET’s own listing records it. A campus program’s accreditation doesn’t carry over to an online version ABET hasn’t listed that way.
Scoring: 10 points if listed, none if not.
Earnings (school-wide) 20 pts
Median earnings of the school’s former students ten years after they entered, all majors, from the College Scorecard. A proxy: field-level earnings for computer science cover too few programs to score, so they show on cards where available instead.
Scoring: Fixed bands:
  • Under $40,0000 pts
  • $40,000 to $44,9995 pts
  • $45,000 to $49,99910 pts
  • $50,000 to $54,99913 pts
  • $55,000 to $59,99916 pts
  • $60,000 or more20 pts
Tuition 35 pts
The online program’s published total from the school’s own page: its online per-credit rate times the credits the degree requires, or the total the school states (the out-of-state online rate where the two differ). A program whose page states no online price is scored on IPEDS 2023–24 out-of-state annual tuition against the campus annual tiers, and marked † in the table.
Scoring: Fixed dollar tiers, so one program’s points never depend on which others are ranked:
  • Under $40,00035 pts
  • $40,000 to $49,99927 pts
  • $50,000 to $59,99918 pts

A program is never scored on a guessed figure, and the weights are never rescaled to cover a gap. Today:

  • 3 programs are missing a scored figure. Each is listed after the ranking, marked “Missing a figure our score needs”, or with the specific figure it lacks.
  • 11 programs have no graduates in any of the three IPEDS years. They are listed as newer programs (“No graduates yet to measure”) and scored once they have graduates.
  • 5 programs set their own price on its own page (degree completion, extended learning or an online-only rate). The federal tuition figure doesn’t describe what it costs, so it is listed with its published rate instead of a score.

All of them still appear on their state and city pages, with a plain reason in place of a rank.

Consistency

The same score on every page

Each program has one score, computed once and read by every page that shows it: the national rankings, the online and ABET lists, and the state and city pages. A master’s program that can be completed online is scored on its out-of-state tuition everywhere, so it carries the same number on the master’s ranking and the online ranking. A build check compares every score printed on the built site against that one table and stops the release if any differs.

Places

How state and city ranks work

State rank. A state page ranks its scored programs against each other, bachelor’s and master’s separately, in order of the site’s one score. “#2 in Ohio” means the second-highest score among Ohio’s ranked programs at that level. Scores are not recalculated for a state.

City limits. A program counts as in a city only when its campus point (IPEDS latitude and longitude) falls inside the city’s Census TIGER boundary, checked through the Census Geocoder. The city name a school reports is never used, because it often names a neighborhood or a suburb. A page named for two cities (Dallas-Fort Worth, Minneapolis-St. Paul) counts both.

Near a city. When fewer than 5 programs titled software engineering sit inside the city limits, the page covers the whole metro area as “near” the city, ranks those programs together and shows each one’s distance from the city center. Computer science tables always list only programs inside the city limits; the rest of the metro area’s programs appear under Within driving distance. There are 50 city pages, one for each of the most populous metro areas.

A build check confirms on every city page that each listed program passes the same boundary test.

Limits

What we deliberately don’t score

  • Reputation. No surveys of deans or employers.
  • Earnings and debt for the field itself. The College Scorecard reports computer science earnings and debt for fewer than four in five programs in every ranking, so we show them on cards where they exist, marked not scored. Online bachelor’s rankings score the school-wide earnings figure instead, labeled as a proxy.
  • Graduate completion. Federal completion and earnings figures describe undergraduates, so master’s rankings don’t use them.
  • Online format details. Start dates, asynchronous classes and transfer limits appear on too few program pages to score; cards show them where the page states them.
  • Curriculum and faculty. No source reports them the same way for every program. We quote them from each school’s page instead.
  • Published costs from a program’s page. Shown where a school states one, but few do, and they aren’t on the same basis as each other.
  • Online delivery. A filter for the online rankings, not a score: an online program is neither better nor worse for being online.
  • ABET for master’s programs. No master’s program in software engineering is on ABET’s list, so the master’s rubric scores whether the same school’s software engineering or computer science bachelor’s is accredited, instead of scoring every program zero.
Updates

How often the data is refreshed

Every figure is tied to a dated release, named beside it and in each page’s Sources list. Federal sources publish on their own schedules: IPEDS and BLS pay data once a year, BLS projections once a year, BEA price parities once a year. When a source publishes a new release, we pull it and the pages show its year. Each program card shows the date its school’s page was last checked.

Corrections

Corrections

If a figure is wrong or a program has changed, tell us at hello@savomediagroup.com with the page and what the school’s own site says. We check it against the source, correct the page, and update the date on it. Schools cannot pay to change a score or a position. More about who runs the site is on the about page.
