Key takeaways
01UT Arlington, Arizona State and Cal State Fullerton lead the 44 ranked programs, scored on four figures: graduate tuition, program size, the school’s research activity and whether its bachelor’s is ABET-accredited. ABET doesn’t accredit these master’s programs and no federal source reports a graduate completion rate, so use the score to build a shortlist, then compare courses, the final project and faculty on each program’s page. How we ranked.
02East Carolina, UTEP and Cal State Fullerton have the lowest graduate tuition here, under $7,200 a year. That figure is a school-wide average for all graduate students and leaves out program fees, so treat it as a starting point: multiply the program’s own per-credit rate by its credit total, then add fees, before you compare.
034 programs, Bowling Green State, Grand Canyon, Purdue and West Virginia, publish a rate of their own, from $490 to $950 a credit. Because the federal figure isn’t what their students pay, they aren’t ranked here. If one is on your list, compare it on the published rate times the credit total, plus fees.
0420 of the 44 ranked programs graduate fewer than 10 students a year, while Northeastern, San Jose State and Carnegie Mellon are the largest. A small program can mean small classes, but also courses that run only some terms. Ask how often the courses you need are offered, especially if you plan to study part time.
05On the GRE, 3 program pages state a policy plainly, and none require it: Northeastern (no GRE for 2025-26 terms), UH-Clear Lake (no GRE) and RIT (GRE optional). Test policies can change from one admission cycle to the next, so read the current admission page for every program on your shortlist.
0618 programs state a credit total, from 30 to 36 credits. Schools on quarters count more credits for the same work, so compare the number of courses too. Part-time study spreads the same total over more terms; ask whether courses run in the evening or online if you plan to keep working.
Methodology
How we ranked
Who qualifies, the 4 scored factors, and the points each one carries.
Every master’s program is scored out of 100 on 4 published figures, each from a federal dataset or the accreditor’s own list. The same program shows the same score on every page of this site.
Who gets ranked
Pass / fail
A master’s degree titled software engineering, with every scored figure
The program must appear in federal IPEDS completions data at the master’s level. A program missing one of the figures below is not ranked: it is never scored on a guess, and the weights are never quietly rescaled.

Graduates a year: the IPEDS average over 2021-22 to 2023-24 for this program’s field and degree level.
Scoring: A log scale that reaches full points at 500 graduates a year, so a large program does not win just by being large. The table shows the raw average.
Research activity15 pts
The school’s 2021 Carnegie Classification, as IPEDS reports it. Research-active universities run more graduate courses and labs, and have more faculty who can supervise a thesis.
Scoring: By Carnegie class:

R2, high research9

ABET-accredited department15 pts
Whether the same school’s software engineering or computer science bachelor’s is on ABET’s own list. ABET doesn’t accredit these master’s programs, so this shows whether the department behind one has passed an outside review.
Scoring: 15 points if the school has one, none if not.
Not ranked. A program with no graduates in any of the three IPEDS years, or whose own page states a price of its own (degree completion, extended learning or an online-only rate), isn’t ranked, since a figure the score uses wouldn’t describe it. It still appears on its state page, and is scored once its figures do describe it.
Not scored. Published costs from a program’s own page appear on its card where the school states one, but are not scored: few programs publish one, and they are not on the same basis as each other. Curriculum, faculty and outcomes after graduation are not scored either, because no source reports them the same way for every program.

Every candidate in this master's program writes a thesis proposal. Once the faculty supervisor, the graduate coordinator and the department chair approve it, it becomes a contract between you and the department about the work to be done. The culminating 6 units are Directed Graduate Research and Thesis, and you defend or present the results before a three-member committee. The 30 units include five breadth courses chosen from Software Requirements Analysis and Specification, Software Engineering Management, Software Verification and Validation, Software Metrics, Advanced Topics in Software Engineering and Software Architecture and Design.
Nine elective units come from one software engineering elective (Advanced Web Engineering, Graphical User Interfaces, Object-Oriented Software Development, or a breadth course you didn't use) and two computer science courses at the 400, 500 or 600 level. Every course needs a C or better, and none can be more than 7 years old when you finish. Fully classified status takes any required prerequisite undergraduate material and a 3.0 GPA in your conditionally classified work.

This Professional Science Master's is fully online and built for people already working in computing. You should have two years of computing work experience after your undergraduate degree, or be employed full time with a U.S. based organization. Applicants without the experience can still be admitted if they complete a full-time internship during the program, not counting the capstone project. The curriculum integrates 20 percent of MBA courses, so you pick up management skills alongside the software engineering, and prior industry knowledge and experience is considered for credit.
Faculty hold terminal degrees and have industrial experience in software engineering, and an industry advisory board reviews the program regularly. The GRE requirement can be waived with two years of recent full-time professional computing experience or a prior graduate degree from an accredited institution. International applicants need a TOEFL score of 100 for unconditional admission. The application asks for transcripts, a statement of intent, a resume and three recommendations.

Three semesters is the baseline for the Master of Software Engineering at the University of Wisconsin-La Crosse, for a full-time student with no prerequisite coursework to make up. Part-time study, if the program approves it, or an individual plan of coursework, research or capstone project can stretch that. The curriculum pairs technical skills with software project management, and the course list includes CS 744 Software Project Management and CS 745 Software Modeling, Analysis, and Verification.
Other courses cover secure software development and advances in software engineering, such as risk analysis, software architectures and software metrics. In Software Design IV, students work in teams to build a medium-scale software product of 2000 to 5000 lines. The Software Development Project is a major project that ends in a written report and an oral examination by the Project Evaluation Committee. A one-credit Software Development Internship requires nine MSE credits and a 3.5 or higher GPA, and it does not count toward the degree.

How to choose
How to choose a software engineering master’s program
The score builds a shortlist; these questions settle it.
A master’s ranking has less to work with than a bachelor’s one. ABET doesn’t accredit these programs and no federal source reports a graduate completion rate, so the score uses price, size, the school’s research activity and the accreditation of its bachelor’s. Use it to build a shortlist, then judge the programs on what the score can’t see.
Thesis, project or coursework
Programs end in one of three ways: a research thesis, a capstone project, or coursework alone. A thesis suits someone heading toward a PhD or research work; a capstone builds a portfolio piece for industry. Of the program descriptions on this page, 13 mention a thesis and 9 a capstone. Check which one is required and which is optional before you apply.
Credits and length
18 programs state a credit total on their own page, from 30 to 36 credits, with a median of 30. A school on quarters counts more credits for the same amount of work, so compare course counts as well. Part-time study stretches the same credits over more terms.
Admission and the GRE
Look at the undergraduate background the admission page asks for, and whether the program offers bridge courses if you are switching fields. On the GRE, Northeastern University (no gre for 2025-26 terms), University of Houston-Clear Lake (no gre), Rochester Institute of Technology (gre optional) state their policy plainly; for the rest, read the current admission page, since policies change from year to year.
What you will pay
The tuition column is the IPEDS school-wide graduate average, which leaves out program fees. If the program charges by the credit, multiply its own rate by its credit total to get a real figure, then add fees. If you are working, ask your employer whether it reimburses tuition.
How are software engineering master’s programs ranked here?
Each program is scored out of 100 on graduate tuition for 2023–24 (40 points), graduates a year (30), the school’s Carnegie research classification (15) and whether the same school’s software engineering or computer science bachelor’s is on ABET’s list (15). 44 programs have every figure and are ranked. ABET doesn’t accredit the master’s programs themselves.
How much does a master’s in software engineering cost?
At the campus programs, IPEDS graduate tuition for 2023–24 runs $4,749 to $56,884, with a median of $14,894. Each is the school-wide average across all graduate students and excludes program fees.
Can you earn a master’s in software engineering online?
Yes. 10 of the 44 programs here can be completed online, according to each school’s own program page.
Why are some programs not ranked?
A program is ranked only when every scored figure describes it. 4 programs publish their own prices, which the federal tuition figure doesn’t describe, and 5 reported no graduates in any of the three most recent IPEDS years. None is scored on a guess, and each still appears on its state page.
Do software engineering master’s programs require the GRE?
It varies by school, so check each admission page. Of the programs here, Northeastern University (no gre for 2025-26 terms), University of Houston-Clear Lake (no gre), Rochester Institute of Technology (gre optional) state their GRE policy plainly, and the ranking table shows it under the school’s name.
How many credits is a software engineering master’s?
18 of the 44 programs state a credit total on their own page. Those run from 30 to 36 credits, with a median of 30. Schools on quarters count more credits for the same work.
